High-level Talent Recruitment Plan of Guizhou University

Guizhou University (GZU) is committed to upholding the principles outlined in the 20th National Congress of the Communist Party of China (CPC) and enhancing the vision set forth by General Secretary Xi Jinping by focusing on recruiting professionals with expertise suited for the new era. In response to President Xi's recommendations following his visit to Guizhou and insights gained from the high-quality development conference on higher education, GZU is diligently adapting to the new standards and concepts required for this era while innovating its talent recruitment strategies. Moreover, the university is dedicated to implementing key strategies involving new technologies, industries, business models, and driving industrialization, informatization, urbanization, and agricultural modernization. To advance Guizhou's development in western China, GZU is prioritizing the transformation of Guizhou into a model for an open inland economy, a showcase for comprehensive reform in western region development, a leader in poverty alleviation efforts, a pioneer in digital economic growth, and an experimental zone for ecological advancement. The university is taking proactive measures to expand its talent pool and assemble a team of expert faculty members who can enhance academic performance, drive scientific progress, and meet the criteria for Double First-Class universities through Provincial-Ministerial cooperation. With the goal of enhancing Guizhou University at all levels, GZU is working to provide robust support through its personnel programs aligned with the requirements of the new phase of Chinese modernization in Guizhou. Taking into account current trends, policies, guidelines, and the university’s commitment, GZU has updated its recruitment plan based on the version proposed in May 2022.

 

Chapter I General Provisions

 

Article 1: The recruitment plan is guided by the following core principles: meeting the academic program and faculty development needs of the university, enhancing talent management under the leadership of the CPC, emphasizing moral virtues and intellectual excellence, prioritizing ethical integrity, providing suitable position assignments for new hires, ensuring transparency and equality, fostering fair competition, and achieving optimal selection. The university aims to contribute to advancements in industrialization, urbanization, agricultural modernization, and tourism industrialization. It focuses primarily on recruiting urgently needed skilled personnel for the development of top-tier academic programs at regional, national, and global levels, as well as in fields of study authorized for doctoral degrees. Consideration is also given to academic programs recognized in discipline evaluations by the Ministry of Education, key industrial sectors in Guizhou, and prominent laboratories at provincial and national levels.

 

Article 2: Based on the specific positions and conditions at GZU, selected candidates will be assigned to designated roles categorized as Top-tier Talent, Leading Pioneers, Outstanding Faculty, Experts with Essential Industrial Expertise, and Elites in World-class Special Discipline Zones (including reserve talent). All contractual arrangements will be managed according to position requirements.

 

Article 3: New recruits are expected to maintain the correct professional orientation, adhere to ethical standards for educators, and nurture students' moral integrity and personal attributes. With the potential to emerge as academic or technological leaders in their respective fields, they are entrusted with establishing a comprehensive assessment framework covering education and teaching, research activities, discipline advancement, community engagement, cultural innovation, and team development. This is aimed at ensuring effective position management and conducting thorough evaluations.

 

 

Chapter II High-level Talent Position Requirements and Benefits

Article 4 Basic Requirements

Potential candidates must adhere to sound ideological and ethical principles, uphold professional standards, demonstrate a strong passion for education, prioritize the development of character virtues in Chinese moral education, pursue academic excellence diligently, and show dedication to their work. They should serve as exemplary faculty members who embody the values of the CPC and the nation, exemplify strong moral principles and ideal beliefs, possess profound knowledge as scholars, demonstrate care and compassion as educators, and lead in academic program development or within their field of study. 

Article 5 Criteria and Benefits

I. Top-tier Talent

1. Position Requirements

Candidates should be under 70 years of age, possess extensive scientific knowledge, and actively participate in research activities. Demonstrating broad academic perspectives and forward-thinking visions, they should function as researchers who not only grasp interdisciplinary advancements but also contribute to the nation’s strategic initiatives. Their responsibilities include leading major national research projects, producing innovative results to achieve socioeconomic progress, supporting the university in realizing the “Double First-Class University Initiative,” and mentoring young aspiring leaders. 

2. Remuneration

Selected candidates will receive agreed-upon remuneration and welfare benefits based on their positions, specific tasks, performance, productivity, and contribution.

(1) Housing subsidy: 2 million RMB (including settling-in allowance), in accordance with current recruitment regulations.

(2) Funding for research platforms and start-up projects: generally not exceeding 15 million RMB. The distribution of funds is subject to the university’s research priorities and existing regulations.

(3) Initial annual salary: 2 million RMB, determined based on the negotiated salary for specific position responsibilities.

(4) A complimentary apartment will be provided during the transition period with no rent charges.

 

II. Leading Pioneers

1. Position Requirements

Eligible candidates should be under 60 years of age and have achieved excellent academic accomplishments in their field of research. Demonstrating a strong sense of teamwork and organizational capabilities, they lead and influence academic communities both domestically and internationally. They should be able to play a crucial role in fostering economic and social progress. Their responsibilities include contributing to the development of national strategic plans, engaging in national or provincial-ministerial projects, and supporting the implementation of the “Double First-Class” Initiative at GZU. 

2. Remuneration

Selected candidates will receive agreed-upon remuneration and welfare benefits based on their positions, specific tasks, performance, productivity, and contribution.

(1) Housing subsidy: 1.2 million RMB (including settling-in allowance), in accordance with current recruitment regulations..

(2) Funding for research platforms and start-up projects in natural sciences: not exceeding 12 million RMB; for philosophy and social sciences: not exceeding 7.5 million RMB. The distribution of funds is subject to the university’s research priorities and existing regulations. 

(3) Annual salary: 1.2 million RMB, determined based on position responsibilities and assigned tasks.

(4) A complimentary apartment will be provided during the transition period with no rent charges.

 

III. Outstanding Faculty

1. Position Requirements

Eligible candidates should be under 50 years of age and have made high-level accomplishments in academic field. They should act as crucial young leaders to foster economic and social progress and support the implementation of the “Double First-Class” Initiative at GZU. Their responsibilities include contributing to the teaching of the undergraduates academic programs while pushing research programs.

2. Remuneration

Selected candidates will receive agreed-upon remuneration and welfare benefits based on their positions, specific tasks, performance, productivity, and contribution.

(1) Housing subsidy: 800,000 RMB (including settling-in allowance), in accordance with current recruitment regulations.

(2) Funding for research platforms and start-up projects in natural sciences: not exceeding 8 million RMB; for philosophy and social sciences: not exceeding 5 million RMB. The distribution of funds is subject to the university’s research priorities and existing regulations.

(3) Annual salary: 800,000 million RMB, determined based on position responsibilities and assigned tasks.

(4) A complimentary apartment will be provided during the transition period with no rent charges.

 

IV. Experts with Essential Industrial Expertise

1. Position Requirements

Technical experts who have made significant contributions to the economic and social progress of Guizhou by spearheading innovative approaches in key sectors such as industrialization, urbanization, agricultural modernization, and tourism development, among others. Their efforts have led to technology transfers to the university exceeding 5 million RMB, resulting from successfully commercializing academic inventions and implementing them effectively in practical applications.  

Eligible candidates should be under 50 years of age, hold a doctoral degree, or be a full professor. Outstanding individuals holding positions at the associate level or higher, who have demonstrated exceptional contributions to the local economy and are affiliated with a public institution, are exempt from the age requirement.  

2. Remuneration

Selected candidates will receive agreed-upon remuneration and welfare benefits based on their positions, specific tasks, performance, productivity, and contribution.

(1) Housing subsidy: 300,000 RMB (including settling-in allowance), in accordance with current recruitment regulations..

(2) Funding for special projects: 500,000 million RMB. The distribution of funds is subject to the university’s research priorities and existing regulations.

(3) Annual salary: 300,000 million RMB, determined based on position responsibilities and assigned tasks.

 

 

V. Elites in World-class Special Discipline Zones (including reserve talent)

1. Exceptional experts who meet the eligibility criteria for the prestigious world-class special discipline zones are subject to position requirements and benefits outlined in the management guidelines tailored for new recruits at GZU.  

2. Candidates holding a Ph.D. in high-demand fields but not meeting the criteria for the world-class special discipline zones may be considered for recruitment as reserve talent (post-doctoral individuals for teaching positions) if their potential to enhance academic programs is acknowledged and evaluated. They must adhere to the regulations specified in the management guidelines designed for teaching-focused post-doctoral fellows at GZU.  

 

Article 6 Individuals and talent teams recognized as top-notch professionals for their accomplishments through external peer reviews or evaluations by the university’s academic panel may be recruited through a personalized “case-by-case evaluation” process tailored to each candidate’s profile.   

 

Chapter III Supplementary Provisions

 

Article 7 Top-tier faculty, leading pioneers, outstanding faculty, and experts with essential industrial expertise are all subject to contract management. The initial term of employment is typically 5 years within a 10-year service period. Upon the conclusion of the initial term, a renewed contract will be discussed based on the evaluation results agreed upon in the existing contract. Scholars in world-class special discipline zones and postdoctoral fellows designated for teaching positions will follow relevant measures emphasizing academic programs and faculty development.

 

Article 8 Subsidies and allowances will be provided in accordance with the regulations in Guizhou.

 

Article 9 Eligible candidates who meet the criteria outlined in the university's housing rental terms may apply for apartments designated for staff or public rental housing.

 

Article 10 The recruitment of other categories of top-tier personnel or non-tenured faculty should adhere to the clauses outlined in this plan or any other mutually agreed-upon terms.

 

Article 11 The provisions outlined in this plan will take effect upon its publication date. Please refer to the latest terms herein for clarification on any inconsistencies with previous information.

 

Article 12 The interpretation of the aforementioned terms falls within the purview of the CPC GZU Committee and the Human Resources departments at GZU.
